Original WWII-era German municipal civil-service apprenticeship document dated 16 May 1942, issued in Monschau for Irmgard Close, born 4 November 1924 in Monschau.
This is a particularly interesting wartime administrative document because it consists of the formal Ausbildungsvertrag (training contract) together with the accompanying “Vortrag für Dienstanfänger” instructional sheet.
The introductory sheet states that the model was prepared according to a pattern developed by the:
- Deutscher Gemeindetag – German Municipal Association
- Deutsche Arbeitsfront (DAF) – German Labour Front
- Reichsbetriebsgemeinschaft Verkehr und öffentliche Betriebe
- Hitler-Jugend
The text explains that a Dienstanfänger was not merely to receive professional training for municipal service, but was also to be educated according to the ideological and labor principles of the period and toward service to the Volksgemeinschaft.
Named 1942 Contract
The actual agreement is between the Stadt Monschau, represented by Bürgermeister B. Schumacher, and:
Irmgard Close
Born: 4 November 1924
Place of birth: Monschau
Her legal representative is listed as Studienrat Josef Close of Monschau, who also signs the document.
The contract placed Irmgard into training as a Dienstanfänger in den Verwaltungsdienst — essentially a trainee for municipal administrative service.
Training Period
The contract begins:
16 May 1942
and originally provides for a multi-year training period. The document contains a handwritten alteration to the printed duration, making this an individually completed working copy rather than an unused form.
The agreement covers such subjects as:
- training requirements and probation
- duties of the municipality
- duties of the trainee
- responsibilities of the legal representative
- schooling and professional instruction
- conduct and confidentiality
- vacation entitlement
- termination of the contract
- examinations and certification
- eventual appointment as a Dienstanwärter
Pay / Erziehungsbeihilfe
An especially interesting section records the monthly training allowance:
31 Reichsmark – first training year
41 Reichsmark – second training year
The third-year line has been struck through, corresponding with the alterations made to the training period.
Hitler Youth Connection
The regulations specifically discuss participation by younger trainees in Hitler-Jugend camps and holiday trips. They also state that the training was to be conducted in accordance with principles developed in conjunction with the Hitler Youth and German Labour Front.
This makes the document a good primary-source example of how youth organizations, vocational training and local government administration were interconnected during the period.
Signatures & Official Seal
The final page is dated:
Monschau, 16 May 1942
and carries several original handwritten signatures, including:
- the municipal administrative representative / mayor
- Irmgard Close, the trainee
- Josef Close, her legal representative
There is also a large purple Stadt Monschau / Bürgermeister municipal ink seal.
The bottom identifies the form as being obtainable only from:
Deutscher Gemeindeverlag GmbH, Berlin NW 7
and states “Nachdruck verboten” — reproduction prohibited.
Included Instruction Sheet
Also included is the large-format “Vortrag für Dienstanfänger” sheet. Its opening section describes the Dienstanfänger relationship as one based upon training, mutual trust and loyalty and says the trainee was to be educated not only professionally but also according to the state-directed concepts of labor, community and service then in force.
Together, the two pieces provide unusually detailed documentation of the administrative training system for a young municipal employee in wartime Germany.
Condition
Original period documents showing considerable age and handling wear. Both have multiple old folds, creases, edge and corner wear, scattered toning/spotting and punched filing holes. There are some small edge tears and heavier creasing at several corners. The contract remains well preserved overall with strong typed entries, signatures and a clearly visible municipal seal. Please examine all photographs for exact condition.
