Original November 7, 1941 NSDAP document from Ortsgruppe Rahmede, Kreisleitung Altena-Lüdenscheid, Gau Westfalen-Süd, concerning an unusually detailed internal Party investigation into a complaint involving a local Blockleiter.
The two-page typed letter is on impressive official Nationalsozialistische Deutsche Arbeiterpartei letterhead featuring the large NSDAP emblem. It was sent from Mühlenrahmede to Walter Seckelmann of Altroggenrahmede, Westfalen.
The document discusses a complaint made by the Both family against Party member Karl Oefenscheidt and the subsequent involvement of Blockleiter Pg. Hellmann. The Ortsgruppenleiter explains that he conducted a thorough investigation and concluded that Hellmann had acted correctly.
Of particular historical interest, the letter describes the actual authority and expected duties of a local Blockleiter. It states that a Political Leader—especially a Blockleiter—was regarded as a supervisor or caretaker of local residents and that his duties extended into matters of everyday life, including their political, ideological and character education.
According to the letter, Hellmann summoned Oefenscheidt concerning the Both family’s complaint. After Oefenscheidt could provide no important justification, Hellmann warned him to behave more calmly in the future because a Party member was expected to serve as an example to other citizens.
The dispute escalated when the recipient, Walter Seckelmann, personally intervened, criticized Hellmann and reportedly threatened to take the matter to court. The Ortsgruppenleiter strongly defends Hellmann and criticizes Seckelmann’s conduct and what he describes as Seckelmann’s apparent lack of interest in the Party movement.
The continuation contains an especially revealing statement that local Blockleiter and Zellenleiter were permitted to intervene in serious rental disputes and attempt to negotiate settlements between the parties. The writer claims this procedure had been successful in “90 von 100 Fällen” — 90 out of 100 cases.
The letter concludes with the period political salutation, followed by the handwritten signature of the Ortsgruppenleiter. Beside it is a strong purple NSDAP Ortsgruppe Rahmede official ink stamp incorporating the eagle and swastika.
This is much more interesting than routine administrative correspondence because the content provides a firsthand look at how the NSDAP’s neighborhood-level political organization operated and became involved in personal complaints, disputes and everyday civilian affairs.
